The three kilometre section of busway between Constitution Road, Windsor and Sadlier Street, Kedron will be delivered with Airport Link to maximise benefits and minimise local impacts during construction. The works around Federation Street, Windsor will also be delivered with Airport Link. City North Infrastructure Pty Ltd (CNI) was established as a wholly government-owned company to manage the delivery of Airport Link and the Northern Busway (Windsor to Kedron) on behalf of the State Government. Expressions of Interest (EOIs) to build the joint projects were called from suitably qualified consortia in February 2007 and closed in April 2007. Four groups submitted their interest in delivering the two projects. A short list of three groups was selected to submit formal proposals on the projects. The private sector was asked to bid to construct Airport Link as a Public Private Partnership (PPP), with the busway component funded by government and returned to government ownership after construction. Following the close of bids in December 2007, an extensive evaluation was undertaken to assess the proposals in terms of engineering design, traffic benefits, environmental outcomes, community outcomes and value for money. On Monday, 19 May 2008, the premier announced BrisConnections had been selected as the preferred bidder. Construction of this section of the busway is expected to commence in late 2008 and will be operational by mid 2012. As part of BrisConnections' proposed design to construct the busway between Windsor and Kedron, some changes have been made to the concept design (developed during the planning phase).

Lutwyche Kedron Project delivery changes The construction of the Northern Busway and the Airport Link are proposed to be closely coordinated, resulting in the majority of the busway worksites being shared with Airport Link. The key changes to project delivery at worksites specific to the Northern Busway are described below:

These properties included commercial, residential and government owned properties. Property owners affected by changes to the concept design have been contacted by the City North Infrastructure (CNI) Land Team. CNI and the TransLink Transit Authority are committed to keeping property owners informed as the projects progress. By delivering these projects together and combining worksites, property impacts have been minimised. Why are the Northern Busway and Airport Link being delivered together? The Northern Busway and Airport Link proposals follow a similar corridor along Lutwyche Road between Bowen Hills and Kedron. The decision for the two projects to follow a similar corridor was identified after preliminary investigations showed that this corridor would maximise the benefits for the local community and minimise potential impacts for the individual projects.
