The three kilometre section of busway between Constitution Road, Windsor and Sadlier Street, Kedron will be delivered with Airport Link to maximise benefits and minimise local impacts during construction. The works around Federation Street, Windsor will also be delivered with Airport Link.




Selecting the preferred bidder

City North Infrastructure Pty Ltd (CNI) was established as a wholly government-owned company to manage the delivery of Airport Link and the Northern Busway (Windsor to Kedron) on behalf of the State Government.

Expressions of Interest (EOIs) to build the joint projects were called from suitably qualified consortia in February 2007 and closed in April 2007. Four groups submitted their interest in delivering the two projects.

A short list of three groups was selected to submit formal proposals on the projects.

The private sector was asked to bid to construct Airport Link as a Public Private Partnership (PPP), with the busway component funded by government and returned to government ownership after construction.

Following the close of bids in December 2007, an extensive evaluation was undertaken to assess the proposals in terms of engineering design, traffic benefits, environmental outcomes, community outcomes and value for money.

On Monday, 19 May 2008, the premier announced BrisConnections had been selected as the preferred bidder.

Construction of this section of the busway is expected to commence in late 2008 and will be operational by mid 2012.


Proposed design

As part of BrisConnections' proposed design to construct the busway between Windsor and Kedron, some changes have been made to the concept design (developed during the planning phase).


Why are changes needed?

In seeking a contractor to build the Northern Busway (Windsor to Kedron) and Airport Link the government encouraged innovation in the development of a detailed design proposal to minimise impacts on local communities.

The changes made to the concept design (developed during the planning phase) have been made to:
  • minimise and manage the environmental impacts of construction
  • improve the functionality of the busway infrastructure
  • accommodate changes to, and coordination with, the Airport Link design and construction
  • facilitate future busway construction.

While changes have been made the key features and functions of the busway design have been maintained.

What will the busway between Windsor and Kedron look like?

The Northern Busway (Windsor to Kedron) will connect Northern Busway (Royal Children's Hospital to Windsor) with Kedron and includes:
  • an elevated connection across Enoggera Creek and Lutwyche Road
  • bus stops at Federation, Roblane, Truro and Cremorne streets/Sadlier Street
  • surface works on Lutwyche Road between Constitution Road and Stoneleigh Street
  • two architecturally designed busway stations - one at Lutwyche and one at Kedron Brook
  • sections of driven tunnel and cut-and-cover tunnel from Stoneleigh Street to Norman Avenue
  • on surface busway between Norman Avenue and Suez Street
  • tunnel under Gympie Road from Stafford Road to Sadlier Street.

What are the key changes?

    Bowen Hills to Windsor section

    The key changes to the concept design in this area are:
    • the busway across Lutwyche Road to the Windsor bus stops has been changed
    • the Federation Street bus stops have been moved closer to Lutwyche Road and Horace Street
    • altered pedestrian and cycle connectivity.

    Lutwyche section

    The key changes to the concept design in this area are:

    Busway station
    • the Lutwyche busway station has been relocated 100m north to beneath Lutwyche Road
    • the alignment north and south of the busway station has been altered to accommodate the changed station location
    • the station design is undercover
    • the busway station plaza provides connections to Kedron Brook and Lutwyche shopping centre.

    Truro Street

    • the alignment and tunnel opening for the busway at Truro Street has moved to the west
    • pedestrian and cycle access to the bus stop on the western side of Truro Street has changed.

    Kedron section (including Gympie Road)

    The key changes to the concept design in this area are:
    • northbound buses along the western side of Gympie Road will use a two lane tunnel wide as far as Somerset Road with merging from a one lane wide transition structure to the kerbside lane of Gympie Road before the relocated bus stop north of Cremorne Road
    • southbound buses will access Stafford Road and the busway at the Stafford Road and Gympie Road intersection via a centre 'bus only' right turn lane.

Access changes

Key operational changes to the busway concept design include:

    Bowen Hills to Windsor

    • the Federation Street bus stops between Northey and Cedric streets adjacent to and east of Lutwyche Road have changed pedestrian and cycle connectivity and changed connections to Lutwyche Road.

    Lutwyche

    • pedestrian and cycle access has been changed with the relocation of the Lutwyche busway station
    • pedestrian and cycle access to bus stop (on western side of Truro Street) has changed.

    Kedron

    • changed access to the busway station via a new local access road (realigned Perry Street) to Norman Avenue
    • more extensive set down areas adjacent to the busway station.

Project delivery changes

The construction of the Northern Busway and the Airport Link are proposed to be closely coordinated, resulting in the majority of the busway worksites being shared with Airport Link.

The key changes to project delivery at worksites specific to the Northern Busway are described below:

    Methodology

    • construction works along Gympie Road are changed to accommodate the widening of the north bound tunnel to two lanes
    • construction of the Lutwyche busway station has changed to include a bridge structure above the station
    • driven tunnel further south of Lutwyche busway station (shopping centre).

    Worksites

    • the Truro Street worksite will include Airport Link works and will expand to include Lutwyche Road and the eastern side of Clark Park
    • a new worksite is proposed on the north-eastern corner of the Lutwyche Road/ Bradshaw Street intersection, extending to Lamington Avenue
    • all worksites south of Kedron Brook will be coordinated and shared with the Airport Link project.

    Spoil

    • an additional spoil placement site at the Brisbane Airport
    • an additional spoil removal route via Gympie Road, Rode Road, Sandgate Road and the East West Arterial.

    Urban mitigation

    • public space and landscape improvements along Kedron Brook between Bradshaw Street and Gympie Road
    • streetscape improvements around the Lutwyche and Kedron Brook busway stations.

Property changes

The initial concept design included impacts to 144 properties at surface level and two properties at a volumetric (below ground) level. These properties included commercial, residential and government owned properties.

The detailed design by BrisConnections has altered the anticipated property impacts of the busway infrastructure and worksites.

Locations

The changes in property impacts are generally located in the vicinity of:
  • South of Northey Street, bounded by Lutwyche Road
  • Lamington Avenue, near Bradshaw Street
  • Perry Street, near Lutwyche Road
  • North of Broughton Road, facing Gympie Road.

Property owners affected by changes to the concept design have been contacted by the City North Infrastructure (CNI) Land Team.

CNI and the TransLink Transit Authority are committed to keeping property owners informed as the projects progress. By delivering these projects together and combining worksites, property impacts have been minimised.

Why are the Northern Busway and Airport Link being delivered together?

The Northern Busway and Airport Link proposals follow a similar corridor along Lutwyche Road between Bowen Hills and Kedron.

The decision for the two projects to follow a similar corridor was identified after preliminary investigations showed that this corridor would maximise the benefits for the local community and minimise potential impacts for the individual projects.
